SERVICE CONTEXT
•    B.Sc.in Mechanical or chemicaly engineering, minimum 15 years of solid working experience in Insulation jobs in Oil and Gas industry; Knowledge of American, UK and EN standards.
•    Insulation Field experience with construction and commisioning of LNG and Refinery construction systems, Tanks, Steel and not-steel Pipes and equipment.

I’m looking for a Pre-Commissioning Coordinator/Manager/Lead/Superintendent working in Yemen on a 8/3 Rotation for one of the largest oil & gas sub-contracting company’s in the world.

Working under the direct Supervision of the Safety Superintendent, the post holder:

- Has regular contacts with the HSE manager, and other HSE Department staff.

- Has daily contacts with Company Production / Maintenance personnel.

- Is in Frequent contacts with contractors.

1. Signs (as HSE authority) the Permit to Work and endorses that the safety precautions required to execute a job have been correctly identified but also understood by the performing authority and implemented when the job is executed.

2. Assists to verify that health, Industrial Hygiene and safety rules and regulations are observed by all personnel including contractors.

3. Assists to promote HSE awareness and practices by training, advertising, encouraging & rewarding, collecting and updating safety statistics and presenting safety feedbacks bulletins, etc.

4. Applies and promotes the YLNG HSE Policy

5. Ensure that the SIMOPS (SIMultaneous OPerationS) procedures are applied when extensive maintenance and/or project/construction activities are performed on the plant.

6. Monitors the application of safety guidelines, procedures and practices in the day to day operation and maintenance of YLNG operated assets. Ensures that all operational activities, routine and non-routine, are prepared and run with the required level of risks analysis and mitigation with qualified and well trained personnel.

MAIN ACTIVITIES :

To assist in the definition, establishment and organization of the Project.

A. HSE:

ü Ensure and control that all the plant and well activities are conducted in compliance with the applicable HSE rules and the safe operational working practices with respect to site instructions and procedures.

B. Duties:

ü Participate to risk assessments and pre-job / kick-off meetings as required.

QUALIFICATIONS/EXPERIENCE:
• Must have knowledge of gas plant pre-commissioning commissioning and start up.
• Ability to take plant from construction manage, flushing, blowing and tightness test programs, complete procedures and QC paperwork.
• Must be able to manage overview of equipment run in testing and vessel and equipment completion Punch out against pipe specs and equipment drawings PIDs etc.
• Safely manage the introduction of hydrocarbons. Proactive attitude to safety and risk identification.
• Able to plan resourcing of equipment and personnel to execute work under immediate control.
• Must be used to managing local subcontractor work force and maintaining standards and implementing Permit to Work Systems.
• Must be competent at planning organizing and managing resources as well as having a sound knowledge of gas plant commissioning.
• Familiarity of ICAPS is a plus but knowledge and use of any Computerized Completion Package is a must.
• Must have 15 to 20 years of experience in Ethylene, LNG or similar large plants in pre-commissioning, commissioning and operations
• Must be able to organize and coordinate the activities of a PC&C Team of at least 30 Persons directly and upwards of 100 indirectly.
• Must be meticulous in the documentation and completion of the Process Area to facilitate the handover to the client.
• Must be able to manage and execute a specified area/group of systems with respect to all aspects of commissioning execution and completion from take over from construction through to hydrocarbon/utility system introduction and start up including overall control of equipment runs and vessel closure tightness testing etc.
