Profile Statements
Canadian Nexen operates two blocks in the Republic of Yemen with combined gross production of 120 - 130,000 bbls/day per day. Nexen enjoys a successful partnership with the government of Yemen and has been operating in the region for over 15 years. Nexen is looking for an experienced individual for the following international opportunity. This is a rotational assignment where you will be required to work 35 days in Yemen followed by 35 days leave inclusive of travel days.
Position Overview
This position is responsible for overseeing the responsibilities of the field planning and reporting group including reporting month end financial results to senior management and deriving the Operating and Capital expenditures budgets and outlooks for both CNPY (Block 14) and CNPE (Block 51). These are two distinct operations that require independent management of each of the major planning and reporting processes. This position must ensure the timely completion of the month end reporting requirements for Yemen Block 14 and Block 51 and also ensure that the PSA requirements are met during the annual budget / outlook cycles.
Job Duties/Responsibilities
This position is responsible for the development and mentoring of the identified National Counterparts who will be assuming full responsibilities for the position in conjunction with the National Accelerated Development program and Nexen Yemenization targets. This includes coaching the development of the full range of technical, organizational, and people-management skills in the National Counterpart to ensure their continued success in the role after elimination of the expat position. In addition to progressing towards Yemenization of the identified counterpart, this position is also responsible for the training and development of 3 staff positions in relation to technical and analytical proficiency. The continuing provision of high quality training and advancement for Yemeni employees is a priority of the Finance department.

This position works directly with Senior Accounting Supervisor - Field Ops [Mentor] in planning and carrying out the Yemenization objective for the field Planning & Reporting group.

This position provides business support to the field operations of both blocks. This includes, but is not limited to, economic modeling, business workflow analysis, technical SAP support and ad-hoc cost analysis. It also includes educating and assisting cost managers to make sound cost decisions that are consistent with management’s objectives.

This position also ensures compliance with the system of internal controls, the Sarbanes-Oxley Act (SOX), the production sharing agreement and sound business practices in the area of field planning and reporting and takes responsibility for the correctness of the results of all field planning and reporting related tasks and responsibilities.

This position also works closely with the General Accounting group and Planning departments as well as Field Operations management.

Manage the Planning & Reporting:
- Field Ops group to ensure the timeliness and quality of deliverables and processes through all planning and reporting cycle;
- Mentor and develop the National Counterpart and other Yemeni staff as required to ensure a smooth transition of this job role and the entire department to Yemeni staff within the timeframes set out in Nexen’s Yemenization plans. This includes developing and implementing training programs for National employees in support of Yemenization. Provide high quality on the job training, including SAP training. Demonstrate leadership and the ability to motivate staff;
- Provide guidance to Operations with respect to issues of Generally Accepted Accounting Principles (GAAP) and appropriate accounting treatment for complex issues in compliance with GAAP and provisions of the Production Sharing Agreement (PSA);
- Provide information to the Finance group to facilitate Corporate, Joint Interest and Government reporting requirements;
- Ensure the accuracy and integrity of the information provided to internal and external stakeholders, including financial results, joint interest billing (JIB), cash calls and budgets/ outlooks;
- Ensure completion of reporting month end, quarter end and year end schedules. Co-ordinate and assist the other departments in preparation of monthly, quarterly and annual outlooks and budgets;
- Assist in developing and monitoring effective and efficient systems of internal control for operations of the Field Operations Department;
- Ensure department compliance with corporate and internal policies and procedures in day to day business activities;
- Ensure and sign off of Sarbanes Oxley compliance of the Field Accounting Department.

Supervise and check all field planning and reporting initiatives including:
- Manages the compliance and reporting of monthly variance analysis between budgeted and actual costs for Capital and Operating expenditures both in-country and corporately;
- Provides assistance to Cost Center management in understanding the Financial Results of their particular operational area;
- Manages Opex and Capex Budgeting / Outlooking Cycles including the submission of high level results to Supervisor for presentation to Partners and MOM for approval;
- Manages the uploading of budget information for Opex and Capex into the financial systems to meet both in-country and corporate requirements;
- Manages the quarterly FUC Calculation including invoicing partners and generating corresponding entries and analysis;
- Manages the annual Capital 3rd party Recovery (QNTCC) calculation and analysis including invoicing partners and generating entries;
- Management and presentation of the monthly preparation of Opex and Capex variance reports for management review and sign off;
- Reviews and posts all entries made into SAP by field planning & reporting group;
- Liaison between Field Operations and Planning Manager with regard to all issues relating to Third Parties and provide support and assistance;
- Provision of forecasted information on a monthly basis to the Finance Department in order to manage cost recovery.
Education/Experience
- Requires bachelor’s degree in Business / Commerce or equivalent;
- Eight years or more relevant experience including supervision of staff (direct or indirect);
- Requires experience in on-the-job training of staff;
- Must have a professional accounting designation (CA, CMA, CGA, CPA, ACA) or MBA;
- Experience with G&A, Operating and Capital expenditures as they relate to reporting and planning functions;
- Ability to research accounting issues via technical professional accounting designation resources;
- Excellent verbal and written English communication and presentation skills;
- Strong working knowledge of SAP, Microsoft Office and ability to train others;
- In depth knowledge of Generally Accepted Accounting Principles (GAAP) and International Oil & Gas industry knowledge;
- Knowledge of internal controls and Sarbanes Oxley compliance understanding;
- Working knowledge of international fiscal systems including petroleum sharing contracts and petroleum policies and procedures;
- Effective planning and problem solving abilities;
- Ability to cope with change and work independently.

The Operations Manager will supervise our Wireline and Logging Services in his assigned country/ countries. Job Responsibilities/Description:

• Supervise the Wireline operations in the country with support of the Base Manager
• Maintains close client contact and communication on matters of service quality and keeps up to date on client’s proposed activities.
• Provide and demonstrate technical information to the field management.
• Work to resolve the operational and technical problems and provide support to the Field
• Ensure standards are correctly and consistently applied.
• Assist with set up of new operations in the country.
• Set up processes in place so that all WL operations are done as per set industrial standards and ensure adherence through inspections and audits
• Ensure corrective actions and RWP are followed up to closure with correct Root Cause Analyses
• Ensure proper training and development of members in the t team
• Ensure proper Failure Reporting and facilitate accurate/consistent reporting.
• Regularly follow up with clients on job related issues as well as Service Quality
• Follow up on market leads to expand the WL business in the country with regular client meetings
• Insures adherence to safety regulations by all personnel, and regularly holds safety meetings.

• Have full ownership and responsibility of the P&L for WL business unit in the country

Qualifications

Qualifications / Skills:

* The successful candidate must have extensive experience with both Open and Cased Hole Logging Services.
* Previous experience in handling hazardous materials such as explosives and Radiation required.
* Must be willing to become familiar with all tools and equipment and have good communication, leadership and interpersonal skills.
